It is the requirement of the person responsible for the maintenance of the installation to be sure that the safety of the user is not put at risk and that the installation continues to be in a safe and serviceable condition as per the Statuary requirements of section 6 of the Health & Safety At Works Act and regulation 4 of the Electricity At Work Regulations and Memorandum. 
 
The main purpose of a periodic inspection and testing is to detect as so far as is reasonably practicable any factors impairing the safety of the electrical installation. The aspects to be covered as stated in the BS 7671 2008 regulations include the following: 
 
Safety of persons and livestock against the effects of electric shock and burns. 
Protection against damage to property by fire and heat arising from an installation defect. 
Conformation that the installation is not damaged or deteriorated to impair safety. 
Identification of non-compliance with BS7671 1021 or installation defects that might give rise to danger.
